I think the most important reason for which Italy is a black jersey for the number of births in Europe, is the lack of time. I do not think married or unmarried couples do not want to have children otherwise they know they will not have time to spend with them. Life is not disturbed and occupied a small space for children.
If I were the administrator of the district organize a party only for families with 2 or more children or large families, three or more children, has served in some activities, like sports, games and soppratutto studies.
In my country, large families (3 or more children), get discounts especially in educational materials for schools (all levels), and give many scholarships to study in your country as much as outside it.
But I believe that the best alternative is that mothers and fathers, have more free time, they can go to eat at home, that are not more hours, and only that work that are necessary for you to live happily, and no more, because I think it is more important than the relationship between parents and fligli, spend the weekend together, going to see the party that they both like ... that has the bigger room, or the latest mobile phone fashion.
